With his daughter on his lap an Iraqi man displays an ink stained finger in the city of Fallujah Dec. 15. He was voting in a historic parliamentary election. After largely boycotting the election for the constitutional referendum in October, the largely Sunni population of Fallujah turned out in large crowds to vote.
