Haji Hayatullah, a council member and Afghan Local Police commander, cuts the ceremonial ribbon at the groundbreaking of a local health clinic outside the Loy Kolay precinct, an Afghan National Army security outpost. Hayatullah joined local leaders in cutting the ribbon and laying ceremonial foundation bricks.
