Russell, a Richmond Heights, Ohio, native and the adviser for the Afghan National Army’s 215th Corps communications officer, worked through the 215th Corps’ supply system to obtain encrypted circuit boards for the ANA’s field radios, giving the soldiers secure communications for their operations.
